Red Bluff Union Elementary School District

No Child Left Behind Program Improvement Schools

Federal Title I (No Child Left Behind) legislation requires all schools and districts receiving Title I funding to annually achieve academic proficiency targets in both English Language Arts and Mathematics.  Those schools that do not achieve Adequate Yearly Progress (AYP) for two consecutive years are considered NCLB Program Improvement (PI) schools.  The following table represents the PI status of the Red Bluff Union Elementary School District schools for the 2013-2014 school year:

School Met AYP Targets? Year in PI
Bidwell Elementary No 2
Jackson Heights Elementary No 7
Metteer Elementary No 3
Vista Preparatory Academy (Middle) No 10

Choice and Supplemental Educational Services Summary

The Supplemental Educational Services provision of NCLB requires school districts having Program Improvement schools in PI years 2 through 5 to offer and pay for Supplemental Educational Services (after/before school tutoring) to eligible students using State Board of Education-approved providers.

Supplemental Educational Services (SES) is to be offered at no cost to parents of eligible students of low-income families. SES must be provided beyond the regular school day and must be of high quality using research based programs that are consistent with the content and instruction provided in the district.

The tables below summarize participation in both NCLB Choice and SES at RBUESD Program Improvement schools, as required by Title I Regulations, Section 200.39(c) from 34 Code of Federal Regulations Part 200 (U.S. Department of Education, October 2008):
